18 HDB neighbourhood renewal projects delayed by over six months
By having the COVID pandemic presenting drastic challenges to the building and construction field, Eighteen out of Thirty Two NRP jobs that are unfinished have already been obstructed by accross 6 months, exposed the Ministry of National Dvlpmt.
“All Eighteen ventures have returned to construction labor slowly since October2020, and are projected to be wrapped up on the upcoming 2 to 3 years,” it shared in Parliament on Monday 1Nov.
It was replying MP Ng L.L., that inquired about the number of Neighbourhood Renewal Prog ventures that have gotten postponed by accross 6 mths plus the estimated time to remove the backlog.
Regarding whether or not help for unprocessed material costs might be expanded to constructors working with these types of projects, MND revealed that help for unprocessed material prices applies for HDB BTO jobs which “have in hand a constitutional provision for safeguards of charge inconstancy of particular items”.
Also since works at NRP ventures are usually not even as complicated, the Town Councils “do not offer these kind of lawful agreement for the contractors in their contract”.
Thus, the assistance measure for resources charges does not relate to building contractors of NRP jobs.
“However, NRP building contractors impacted by COVID can touch on alternative alleviation measures provided in the COVID (Temporary Measures) Act, and Town Councils will analyse in case that the relief measures (e.g. prolongation plus labor costs) apply to their Neighbourhood Renewal Programme contracts,” pointed out MND.
The ministry guided that the Bldg and Construction Authority had also announced on 3Nov’20 the common Postponement of Time of One hundred Twenty Two days for personal also communal industry agreements affected by the COVID pandemic.
On this, Town Councils are able to “furthermore evaluate farther postponement of time phases together with the building contractors as necessary”.
